This achievement is for putting 15 skills points in one skill. Due to how few skill points you get, it's best to concentrate on 2 skills at most per character, so this should happen naturally as you level up. You'll probably be 40 or higher by the end of the game, so even if you're evenly splitting points between 2 skills, you'll have this by level 30 or so.
