I can't imagine getting this against an enemy A.I, but it is super simple against an idle controller in a local versus match.
Pick a stage that has a large flat area and high ceiling (I used cavern). Simply let the ball settle, walk next to it, and then hold
and press 
to kick the ball straight up in the air. Wait for it to come down and repeat. You will need to do this about 3 or 4 times for the achievement to unlock. There will be an announcement and an on-screen prompt when you reach the required number (as well as the achievement, of course).
If you are able to keep the juggling streak up several more times, you will also unlock:

I had to do it 10 times for it to pop, if you only do 3, it pops up with just "juggling." "Extreme juggling" doesn't happen until 10 times.
