Kunitsu-Gami: Path of the Goddess

You unlock Soh's abilities after the 5th Boss battle against Batsu which immediately follows the sixth stage Moegi Ridge. You will need 350 Musubi points which you are unlikely to have at this point but can do this later in the game. Keep in mind you can Undo all point assignments in the Roles to get to the 350 as well though I suggest making a save to reload from to save time.

One thing to note is the Command Screen abilities (right side of the wheel) have multiple upgrades for the Tsuba Guard and Mazo Talisman slots which all need to be purchased as well.
