How to unlock the Public Menace achievement in L.A. Noire - Definitive Guide
Once you get the vehicle, drive it and crash it into another vehicle at high speeds so that you can catch the engine of the vehicle on fire, effectively destroying it. Now what you want to do is travel a few blocks away from where you got the Phantom car from and then travel back to it to find that the vehicle as spawned back at the garage. Repeat the step of crashing the car and going back to the garage about 6 times, I did 8 just to be sure. After crashing the car at least 6 times, complete the case and you should unlock the achievement at the end of the case.
Note: If you destroy a Phantom and find the garage empty when you go back, have your partner drive you a few blocks away and then return.

There are several methods that can used to obtain this trophy, The easiest is to complete it with the Rare Vehicles because they respawn instantly.
How to get the case done quickly
You can skip most of the interviews and you only have to find 3 clues to get to the end. Just get the receipt from the trunk, his address from his wallet, don't bother talking to the guy at the rail yard, go to the house, get the matchbook, ask the wife about the receipt and the matchbook then leave, and you're set from there as long as you do the Morgan interview right (get the location without having to tail him). Method 1:
Destroying the American La France Fire Truck six times is the fastest method to rack up damage. Get the fire truck and reverse the truck into a gas station pump area. The gas station will blow up and destroy the fire truck, leaving you unharmed. Make sure you do not drive the truck into the gas pump head on, you will die and reset the whole count. You can find the truck close to the Ad Vice police station, that is located in Hollywood.
Method 2:
Play the "The Driver's Seat" case on Traffic Desk. Simply play the case until you have to go to Frank Morgan's apartment, but do not go in because it will force an auto-finish case at this point. Get the Duesenberg Walker Coupe (Rare - on the corner of Santa Monica Blvd and El Centro Ave in Hollywood). Enter a garage behind the Automobile Club of Southern California. Simply crash 7 of those cars by reaching max speed and hitting a car coming from opposite direction. You must do this until the hood of the car starts on fire and you are no longer able to drive it.
Method 3 (Three)
Find the Phantom Corsair (Rare Car). The car spawns right away once you leave the garage. The car takes about 2 to 3 full on hits to another car before it's totaled. It will take about 6 of these cars before you reach the required amount. Once you have totaled one car you can head back to the garage and get another to total to reach the required 47,000. Totaling 6 of those cars will net you over 51,000 dollars in damage. Make sure you do not die at all, dying will reset the count and leave you at zero once you start the case again. Note: If you happen to not get this trophy and you have replayed the first traffic case, just go to resume and choose the "The Driver's Seat (Replay)" case. That way you will start off right before you end the case, right before you confront the last suspect.
This trophy is considered the most tedious and time-consuming, but there is a relatively simple and quick way to do it. Let's take some simple matter, for example the very first one in the road department, “ The Driver's Seat ”. If you don’t know where the last save point is in the case, then play the case to the end (when the results are already shown). In the results window, exit the game via XMB, then launch the game again and select RESUME. We find ourselves at the last checkpoint before completing the case.
Now open the map and put a mark on Melrose street between Berendo and Vermont streets (north of the Whilshire district) and ask your partner to take you there (press and hold next to the car).
There is a fire station with an expensive fire truck. We take the fire truck and start ramming oncoming cars at full speed. It is advisable to bring the car to black smoke from under the hood, but if it starts to drive slowly, that will also do. We throw away the broken firebox and take a new one at the station. 6-7 killed fires will be enough. Then we take our squirrel and go to the switch, finish the job and look at the results. There is a problem with statistics - until you finish the case, you will not know how much of a fine you have received. It is very advisable to do this trophy in cases that you have already completed with 5 stars and are completing again, since the game will fine you with stars for such fines!
We select a short case that has already been completed (I recommend that I already described the first case in the transport department “ Driver’s seat ” for the Interrogation with passion trophy).

We exit the game through the (PS) button, then turn it on again - Continue and select the file with the case that we went through. We find ourselves at the last checkpoint - we don’t go to detain the culprit, but turn around and go on to collect fines. Then we finish the job again and look at the results...
How to stuff quickly? The best way that everyone recommends is fire trucks
We sit on the fire truck and hit everything we come across - oncoming traffic, trams (I even knocked one off the rails), streetlights, traffic lights, benches. Until dark gray smoke pours out from under the hood. The car is expensive, so taking into account the damage to everything else, it turns out (checked 2 times) about $9,000 in fines for one firebox that has been trashed. We got rid of one - we're going for another.
So 6 fires until dark smoke (~$54,000 - I got that much) - and at the end of the job the trophy is deserved (and the rating is "Careless")
Where can I get a fire starter???:
1) Hollywood Police Department - in the parking lot near the police cars. Convenient - the branch is marked on the map. Sometimes the game plays a trick and doesn’t mark this compartment on the map - then on the map we focus on the intersection below the second letter “L” in the word HOLLYWOOD.
2) Fire station in the north of the Wilshire area. It is located on Melrose Ave in the middle of its intersections with Berendo and Vermont streets. A tall building with a policeman on the advertisement, a Cola-King advertisement and an inscription at the entrance to the ENGINE C"N" 32 depot.
