Once in the ice cavern, go to the top of the central spire. There are four machines up here. The largest one shows how much energy is currently available by lighting circular symbols. The other three you can interact with to extend bridges, and they're marked with circular symbols to display how much power the need to be used.
Activate the first bridge. Cross it, enter the cave, solve the puzzle. (These are very simple, and you just need to rotate the four discs to make it look like the leftmost diagram.) Once completed, the machine here deactivates. Return to the central spire. Deactivate the bridge you came from.
Turn on the bridge marked with two circle symbols. Cross the bridge, enter the cave, deactivate the mechanism in the same manner, and return. Deactivate the bridge.
At this point, all three circles on the central machine should light up, so activate the third and final bridge. Go through, jump up into the cavern, and soon the achievement should unlock!
