This achievement and The Ploy are both earnable at the same decision.
Most of the starting decisions do not seem to matter, but this is how I got this and The Fool in one run so it works. I believe the most important thing is having Meiling with you at the hospital:
-Play along with the heist
-Go to Woe's, then evade capture at the hotel by breaking the window or going downstairs twice
-Keep trusting Meiling so she tells you about the fake
-Don't fight the drunks so you can get to the hospital
-Fail in getting the location from Sebastian (e.g. go to torture him but then decide against it) so Meiling proposes a new plan of calling Parr and telling him Sebastian failed at his job
-Recover the original from the van, accept the call from Meiling in the van and then go to Parr's
When you are talking to Parr you will get the choice of 'Tossing the bowl' or 'Placing it on the desk' - both ambiguous as to what they actually mean. Placing the bowl is necessary for this achievment.
Placing the bowl = you telling Parr it is the real bowl.
If you quit and reload your game then choose the other choice you will get another ending and also The Ploy achievement.

There is an extra decision after placing the bowl down. You have to try and stop him from dropping it. It didn't unlock until I was outside the cars drove away.
