There may be other ways to get to this decision but I did it in the following way:
-Play along with heist
-Doesn't matter if you are captured or not
-Fight with the drunks so you never start on the path of getting the original bowl
-Go to Parr's without possessing the bowl (This is the key part I believe)
-Keep pushing him to tell you where the bowl is
-When Parr is opening his safe, let him
Parr will pull a gun on you and when you get the chance to shoot him, take it for this achievement. This may also be obtainable if you choose to shoot the Tchois that appear after this but didn't shoot Parr, I am not sure.

This can also be done at the same time as The Ploy and The Fool, you just need to make sure you leave the auction house without the original bowl.
