Edit: September 15th, 2021 An update dropped for the game this week and the Valuables NO LONGER RESPAWN IN LITTER CONTRACTS. That means you will need to find all 16 unique valuables to get the Achievement. I've left my original solution up unedited, but just note that you do need to go to all 16 valuables now.
Hello all. Today we're tackling two Achievements from Lawn Mowing Simulator. "Every good deed..." and "Lawn Enforcement Officer", for handing in one Valuable and All Valuables, respectively. Valuables are scattered throughout the levels of the game and once picked up are supposed to disappear forever.
Normally, you'd need to collect all 16 Unique Valuables to get this achievement, and in the future, this may be the case. However, as of this posting, the Litter contracts are glitched, and the Valuables that can be found when choosing a Litter Contract always respawn and can be turned in repeatedly to get the Lawn Enforcement Officer achievement without having to find all 16 unique Valuables.
In order for a valuable to count, you need to pick it up and then either drive your mower back on to the trailer(in General Cut or Striping Contracts) or return to the Van and Hold the A button(in Litter Contracts) to end the Contract. You cannot pick the Valuable up and quit out using the Menu as you won't get credit. You don't need to actually pick up any of the litter or mow any grass in the Contract, but you do need to finish the level by doing one of the above so you reach the post-Contract screen where you get credited for picking up the valuable. The achievements will then unlock once you advance past your post-Contract screen.
Below, I have a video and a text list detailing all 16 Valuables and their locations in the game.
Contracts and Valuable Locations:
Westwell Castle Formal Garden OR Westwell Castle Sloped Garden. Both give access to the Camera Valuable on the Lion Statue.
54 Coville St Gardens have Headphones at the far end of the Patio.
Crossley Riding School has 2 Valuables. One, a Trophy, can only be obtained by playing the Rear Lawns level. The other, a Ribbon on a small billboard, can be gotten with any of the 5 Levels at Crossley Riding School.
64 Coville St Rear Lawns has a Laptop sitting in the Gazebo.
Miller Brook Garden has a Folder/Tablet/Closed Laptop? sitting on a patio table to the right when you enter the mowable grass.
Adam's Apple Co Orchard has headphones hanging on the side of the wooden structure on the right of the spawn.
Rowley Manor Rear Garden has a Wallet well-hidden behind one of the circle hedges.
Westwell Castle Lower Bandstand Garden has Headphones on the floor of the bandstand.
59 Coville St Garden Lawns has a Lanyard with nametag on the grill in the backyard.
All Ripley Park Contracts will allow you access to both valuables. One is a cell phone on a round metal bench, and the other are headphones hanging on one of the entrances to the playground.
Weaver Square Parkland has Sunglasses left on the Dog Waste bin on the gate opposite where you spawn in.
Hilltop House Davies Garden and Hilltop House Jefferson Garden share a common area between them with a supercar. Near the driver's side back tire someone left the keys on top of the car.
Hilltop House Garden has a Tablet sitting behind all the patio furniture on the side of a planter.
The Orchard Cottage Garden has a wallet on top of the car parked in the garage.

@NafrayuNox The one time I thought that I had them all I had actually missed because I quit out and it never got saved, but I've never had the tracker glitch in a bad way. If it did glitch on you. @SkyhookGames on Twitter usually responds to people who have questions or problems, so you could let them know about it.

Just a heads up, you can pick up the same ones multiple times and it still counts. I kept redoing the cleanup at the Parks and only a few of lawns and it popped. Not sure how many though.

Interestingly on my game the collectibles aren't respawning on any contract except the parks, which seem to respawn every time

There are 16 valuables in total that you need to find and collect. When you collect them, you'll automatically return them to their rightful owner. The valuables and their locations are listed below. Once you pick up all 16, the trophy will unlock.
