Ok so the description for this achievement is slightly misleading in my opinion because when you select a member of staff and pay for the training you can input get to level 3 of each category ( time management, advanced driving and vehicle maintenance ) but in doing so they won't actually reach expert level.
In order to get to expert they will have to keep doing jobs to level up which shouldn't take too long and I just got the achievement with my employee having 7679 RP earned, I would guess expert level kicks in around 7500 and her last contract tipped it over.

I don't mean to be contrarian, but it doesn't really have anything to do with RP Earned. They earn a set amount of experience per contract they complete regardless of the RP of the Contract, along with being trained. My Employee is an Expert with only 5985 RP earned after exactly 40 days on my service.
As long as you do all the training classes and use your employee for contracts every day, they will become an Expert after 40 days on your service or so.

It took me getting all 4 to expert. Once the 4th got there it popped.

When you hire an employee, make sure their level is Apprentice. Then you can level it up to Expert.

When you hire a new employee, they will start out at a random rank. For the most part, they'll mostly all start at "proficient", so you may need to wait a few before one with the rank "Apprentice" shows up. You can deny employment to potential hires to rotate the hiring pool a bit quicker if you want to wait too long. When someone shows up with the "Apprentice" rank, hire them. As they complete contracts, they'll earn their own RP and level up. You can also train them once per day, in either Time Management, Advanced Driving, and Vehicle Maintenance. Time Management trains up to level 3, Advanced Driving trains up to level 3, and Vehicle Maintenance trains up to level 3, giving you 9 days to earn additional RP. The training menu is located under the personnel tab, then select "employees", then choose the respective employee, and go up to "train". When choosing contracts to complete, give your employee the highest rewarding RP contract to complete (note that the highest monetary reward won't always be the same contract that gives the highest RP). You must complete your contract in order for your employees to complete theirs, so make sure you're not exiting out of yours early. Continue doing contracts and training them up as much as you can and after about 2-3 weeks of contracts, they will have earned enough RP to level up through each rank, all the way to Expert. As soon as they reach the rank Expert, the trophy will unlock.
