You get this alongside the DouBull TrouBull achievement for killing the two Minotaurs during their attack in Episode 8. That achievement is worth only 1G, so this one makes up the rest of it.
Tips: The best way to defeat the Minotaurs is to walk backwards around the giant fountain in the center of the room throwing all your grenades (and molotovs) at the Minotaurs while they follow you, and continuing with this pattern, shoot them until you run out of lead or they're dead (hopefully the latter).

The Lead Designer obviously felt sorry for the "DouBull TrouBull" pun and decided to apologize - his reward to you - the other 14 points you should have gotten for beating the double Minotaur attack in the first place. You get both achievements - "DouBull TrouBull" and "I Owe You An Apology" - at the same time after you defeat the two Minotaurs in Episode 8.
