This achievement is NOT story base and can be missed.
After you make your way back to the ground from the building go out the door - the outpost is in front and to the Left of the stage. Go forward and make a left around the rubble - at this point the Black Order troops will see you and start shooting. There is a heavy gunner in the tower - you need to stay out of his line of sight. As you make your way around the the first corner you run into a couple of Black Order troops and an Aniform Control Device. Did I mention you are also being attacked by Werewolves? No? Use the Aniform Control Device to convert the wolves to your side. Now as you are standing next to the device and facing the base look to your Left. There is a power pole with a GREEN highlighted, sparking transformer on the top. Shoot the transformer and the power to the base will go out. As with the "Live Wire" achievement you should be able to wait until all the Black Order troops have been killed but shooting it before then will kill most of them - especially the heavy gunner in the tower.
