To drift, you hold LT and turn while moving forward with RT (this confused me & is different from the fast turn which is the X button).

You can see your progress towards this via the achievement tracker, or by going into the career menu and loking for "Distance Drifted". Once that number hits 5000 this achievement pops.

You'll very likely get this through natural progression, but if you want to hammer it out early, you can find a big area of water in Turbo Acres, turn into a boat, and hold RT + LT and do a donut in the water for awhile.
