I found a quick way to get this is to load an online multiplayer match, camp at a missle power-up spawn (red icon with a rocket on it), and blast each car as it loops around.

As opposed to Story Mode or any other offline modes, the power-ups in online multiplayer are mostly preassigned so it's very easy to find a missle power-up.

This achievement is cumulative and you don't need to win the race for progress to count. Achievement should unlock after your 15th hit.

This will come naturally with regular play, in particular the Police quests that require you to fire missiles at another car trying to escape count towards this. I got this partway through Big Butte during one of those quests (think it was the third one I'd done).
