As you drive around areas, you'll see pedestrians that have a thought bubble above their head. Drive up to them & the thought bubble will change to a LS icon, press the left stick in & you'll talk to them.

Not that it matters too much but those infobox collectables they added count as talking to someone.

Just drive nearby them and click on.
Repeat the process while driving around until you do it 150 times.
(I am unsure if 150 times works on the same person, so you will naturally unlock it while playing the story, when you see people you can talk just take few seconds to go and talk to them).
