You need to use the following power-ups: Homing Missile, Ghost, Web Crasher, Mines, Food Blaster, Emp, Teleport & Square Wheels.
The stats for these can be seen in career after you scroll down a bit to keep track of it, they will only appear once you have used the item at least once. Square wheels seems to be the rare power-up here as I completed the story without using it even once. If you are missing any power-up (most likely square wheels) there is a "?" power-up in the north part of the map of big butte county near the 8 figure loop track on the roof of a building where the solar panels are. Keep driving over the power up until you find the power up you were missing and the achievement should unlock.

That would be the last one that I was missing was that Square Wheels. Took me about 5 minutes of driving back and forth on top of the building to get it. Thank you for the quick tip.

If you still need Teleport, you'll have to get it in an actual race and being in last. Stay behind in last place the entire race and you should get it soon enough from the "?" power-ups
