This video from HappyThumbsGaming is one of the best i've found that shows you exactly how to complete the level, just follow it and you will get the achievement without any problems. :)

I have completed all the levels. This one did not pop. I replayed it in free play. still did not pop. Anyone have any idea as to how I might get this one to pop since it seems stuck?

Sadly i have no solution for it, all i can give as a tips is replay it in story mode and make sure you are player 1, hopefully you will unlock it soon :-/

Kinda late to the party, but what worked for me was to hard reset my Xbox and then start the level again in free play. Pick up some studs, destroy something and then save & exit. Now you should hopefully get your already earned achievement.
