To unlock Booster Gold you need to do the quests (his was the 6th quest for me) within the Watchtower until he shows up in front of the Laboratory door. He'll request you deface a sign near him that reads "Bronze" by destroy objects under it to build some magnetic blocks to change the name on the sign. Do this and he'll give you his character token.
Blue Beetle costs 50,000 studs and Booster Gold costs 1,250,000 studs. Purchase both in the character selector and change your two characters to each so you are playing both at the same time.

To unlock Booster Gold, you need to complete three side quests in the Watchtower, the first and second in the Laboratory and the third in the main room. They are:
- ‘Going for Gold’ (Watchtower laboratory)
- ‘Birds of a Feather’ (Watchtower laboratory)
- ‘No Gold, No Glory’ (Watchtower main room)
Once you complete the third quest, his token will be available to purchase for 1,250,000 studs.
To unlock Blue Beetle, you can use the code “APEKBV” in the extras menu. The character token is located in Level 10, ‘A Blue Hope’ at the second checkpoint. By the save station you will see Bat-Mite looking for an item if you talk to him. The item he wants is located in the river. Use Batman’s Dive suit to shoot the rock off the top of the chest, and then pull the grapple point to reveal the item. Take it back to Bat-mite to receive the character token. You can purchase the token for 50,000 studs.
Once you have both characters unlocked, set them as both of your characters and the achievement will unlock.

Booster Gold's first mission is in the Laboratory of the Watchtower, once completed a second one in the main room of the Watchtower will appear. Complete both of his missions and he will become purchasable for 1,250,000 studs. Blue Beetle's character token can be found in the A Blue Hope Free Play level, refer to the collectible guide for the character token locations. Once unlocked he can be purchased for 50,000 studs.
After you have unlocked both Booster Gold and Blue Beetle, set them as your characters and the trophy will unlock.
