Once you have unlocked Free Play by completing the lvl in Story Mode all you need to do is have a character selected that doesn't have changeable suits,then hold down the cn_Ytill the select character screen pops up then select Amanda Waller as one of your characters and Harley Quinn(The Squad) as the other.Pops strait away

These characters are already unlocked for you when you bought the DLC pack. Hold  to change your character; one to Amanda Waller and the other as Harley Quinn (The Squad) anywhere in the game and the achievement unlocks.

These two characters are included with The Squad pack. When you are in any level in Free Play or in any hub after you’ve completed level six, ‘The Lantern Menace,’ select Amanda Waller as your character. Then switch characters and select Harley Quinn (The Squad) as your other character and the achievement will unlock.

Both Amanda Waller and Harley Quinn are unlocked automatically so after beating Story Mode, start up Free Play and switch to both of the characters and the trophy will unlock.
