Easy solution, but involves a little work, is on the Face-Off level.

Do all the things you need to do to open the gate, then build the bridge, then open the next gate into the main compound. Jump in the security truck that you picked up at the beginning of the level, and drive it into the horde of henchmen that run towards you.

You should get the achievement first time, as there are so many henchmen - but if you don't, just keep turning around and going back at them. As long as five or more are lying on the ground at the same time, you'll score the achievement.

Start the game and go to the level "Villain Campaign- Episode1- Chapter 2- 'On The Rocks' ". Free Play or Story Mode it doesn't matter.

At the start of the level there is some boxes/trash cans to the very south west corner of the screen. Smash these and build the ice cream van ride-on from the build it that is dropped. Get in the ice cream van.

The blue door on the building to the north on your screen will open and 4-5 police guys will run out. Drive into the door and you will easily hit all of them. If only 4 spawn just run over the AI character with you and it will still count as long as 5 people are downed on the floor at once. Pop, achievement unlocked.

In my opinion this is the single easiest way to get the achievement as it can be done without any unlocks and is very close to starting the game - you cant fail!

Basically how I achieved this was by starting out on Episode 1, An Icy Reception. You first go to the left side of the level and blow up a few trash cans or whatever it is to complete the build-it for the ice cream truck. You then jump inside the truck and run over the goons that come after you and try your best to dodge the bullets they shoot at you. Then you just run them over and put them on the ground, and then just run them over again... And that's how I got my achievement. I'm assuming you can probably do this with almost any vehicle on a level that a lot of goons are on, but An Icy Reception is the level I found it easiest. I hope this helps!

You can do this one at the same time as the achievement Cobblepot school of driving in the robot level. It is Ch. 3, Episode 4 on the Villain side. Turn on the Invincible extra or the one that prevents the enemies from shooting. When you are in the robot and are smashing the cars don't shoot the robot's gun and just wait for the police truck to empty out their people and a large group of them will form and then all you have to do is run them over.

I got this in The Lure of the Night villain level. Pretty simple, once you build the robot to defeat Commissioner Gordon just try to get all the policemen running at you and stand on them.
