There are four police shield pieces to be collected in each level. You can actually unlock this trophy in story mode for a few levels or you can wait until Free Play when you collect all of the collectibles. Just pick a level and collect all four police shields.

The icon has 4 parts (at each level), which are given both by simply searching for these parts, and by completing tasks in the spirit of “find (knock down) so and so.”
