You unlock the jet pack in the story so best to come back and complete this afterwards

The hidden Police Shields show up on your map when you are in the vicinity.

You can find them in:
- Cherry Tree Hills
- Bright Lights Plaza
- Uptown
- Fresco
- Paradise Sands

Building the fifth hidden Police Shield unlocks the Pop Star character token.

I have the character and all the shields but achievement isn't unlocking, any tricks to it trigger it?

The location of the secret will appear on the map as you approach - the symbol from the “achievements” icon will be displayed.
