I was stuck on 99.8% and it drove me crazy! I had every other challenge achievement bought every character in game and every vehicle. So I decided to go for the 10 stone statues in case the percentage got stuck. But I saw when getting a helicopter that I was missing 2. Bought them the achievement popped. Please add the helicopters in the vehicle section. You can only buy them in the helipads not anywhere else.

Doesn't help if you are already glitched but if someone reads this before, it can: I suggest rushing through the story, maybe picking up the 2x and 4x red brick because those are accessible on the first play through to get Rex asap. Then collect all the boulders and leave the Liberty Island one for last because it has a character change box right beside it. Watch out every time you smash a boulder if it counts properly. Before smashing the last on the island quit the game. This forces a cloud save sync. Then smash the last boulder and quickly go to the box and buy Barney. If you can't don't panic, DONT QUIT FROM THE GAME. Press the xbox button and go into games and apps, then manage game on Lego City. Go down to the saves and delete the one with your name (reserved space doesn't matter), ONLY FROM CONSOLE. You may have to do this twice until it disappears. After it is gone the system closes the game on it's own. If you relaunch it then you will get your save back before you smashed the last boulder and can try again. You can do this any time if something didn't unlock properly.
