There are two different police city challenges to complete, Vehicle Robbers to Arrest (Vehicle Icon) and Gangs to Arrest (Robber Icon). There are 12 Vehicle Robbers to arrest (represented by an orange police icon on the map) and 16 Gangs to arrest (represented by a green police icon on the map). If you’re having trouble finding any of these you can use the Data Scan Red Bricks to find them in the area.
To complete a complete the Vehicle Robber Arrests you simply scan and find the vehicle robber and then hold X to lock on to him. Once you lock onto him he will get in a vehicle and drive away. Most of the time the game will drop a vehicle for you to get in and chase after him, otherwise you can just steal one or call one in and chase after him. Once you catch up to him simply keep bumping into him until the vehicle is destroyed. Once his vehicle is destroyed he will run away, simply chase after him and then hit circle to arrest him and complete the challenge.
To complete the Gang Arrest challenge at the start you will use your audio scanner and you will have to look for the one that is scrambled. Once you find it simply hold :x: and it will begin the challenge. Once the audio ends you will have to run to the start point that appears, if you can’t find it then you can pull up the map and mark it. You should have enough time to comfortably get to each one, remember that you can always hop in a vehicle to save time. Once you get to the start point you will then have to arrest four of the five robbers. Once you arrest four the fifth will run away and you will have to chase him and hit circle when you get near him to arrest him and complete the challenge.
*Note* – On the map if you click on a districts information, triangle when highlighting a district, it will give you a breakdown of how many tokens, challenges, red bricks, and gold bricks are left in the district.

I understand you found a video from another platform and this is not problematic, but this is an XBOX site and here you can lock in in the scanner with button “A” (not X) and can arrest with button “B” (not circle)!
