This achievement unlocks once both character have entered your party... Owlman becomes available after progressing to a certain point in the story and can be purchased for either 150k or 250k studs. Not as straight forward as the above suggests. The Johnny DC Info point requires you to complete the ‘planti-social’ mission first for count vertigo before Talons mission becomes available. Spent a lot of wasted time looking for a mission that wasn’t available due to the OP.

Owlman: Unlocks after completing Level 13, ‘They Think It’s Owl Over’. You can then purchase them for 150,000 studs.
Talon: After activating the Johnny DC terminal in the main section of Gotham City, you first need to complete the ‘Planti-social’ quest for Count Vertigo.
