If you play on an xbox with the DLC and collect those characters (Aquaman Movie 1), then play on one without the DLC, the DLC characters will show as locked on your original xbox and may block this achievement. To work around it, you have to remove the DLC and complete a level. Installing / re-installing the DLC will not get your characters back so you can get the achievement but you will never have the DLC characters on that save.

There are a total of a 146 characters that can be unlocked. Most are unlocked during and after the story. There are 50 character tokens; 20 are in every level of the story and 30 are a part of the ‘File Finder’ challenge in the Earth hub world (refer to Can you solve it before we do? (25G)). The rest of the characters are unlocked by doing quests throughout the Earth and Apokolips hubs.
Note: The Character Token Detector red brick found in Level 13, 'They Think It’s Owl Over' in Free Play by spray painting a wall where Batman is fighting. Then find a treadmill, use Flash and then smash the case. With this detector not only does it help with Free Play, but will help with the Earth hub world ‘File Finder’ challenge.
