Ok, so you can unlock this achievement as soon as you unlock Harley Queen (just keep holding 
and she will throw the hammer and pull out a boom box from her pocket 
) and you have access to the hub. The easiest way to have +5 civilians in close proximity is by going at a transport drop off point and just wait there just like I did in the video below.
The game will bring you more than 5 civilians.
Also, don't know what the heck happened to the audio from the video. I'm sure it's because of some dumb dashboard update ....
