When you start the level, blow up the silver objects on the right side. Use Phastam for the wall crate. Then build the lego pieces on the floor, pull the object down, then use detective mode with Batman follow the footsteps to the dig spot and then build a machine. Jump on the seat with

for the ball to drop but make sure it lands in the middle. To do this, aim after the first hinge or before the second hinge to time it just right. If you don't get it the first time you have to start the level again and repeat the steps above.
Note: Doesn't seem like you can get up from seat with. You have to start level over.

Took me three damn tries! It does not drop where you press it which is annoying.

This can be unlocked in either Story or Free Play.
When you start the level, blow up the silver objects on the right side with Batman. Use Phantasm to use the wall grate to get behind the fire. Build the LEGO pieces on the floor then use Batman to pull the object down. Use detective mode and follow the footsteps to the dig spot and then build a machine. Press
to jump in the seat.
Press
to drop the ball but it needs to land in the middle spot the first time you drop the ball. To do this, aim slightly to the right of the left-hand hinge. If done correctly, the ball will bounce back and forth and land in the middle spot. Refer to the image and video below.
Note: If you don't get it the first time, you have to start the level again and repeat the steps above.
