How to unlock the What could be greater than a King Shark? achievement in LEGO DC Super-Villains - Definitive Guide

This can only be unlocked in Free Play.
King Shark is unlocked after completing Level 9, ‘Sea-King Trouble’.
While replaying the level ‘The Final Battle’ in Free Play, during the final battle with Orm at the end of the level, hold
to open the character grid and switch one of your characters to King Shark. All you have to do is hit Orm once with 
and the achievement will unlock.
King Shark is unlocked after completing Level 9, ‘Sea-King Trouble’.
