First you will need to find and purchase a ghost character. You will get these through collecting everything anyway.

The easiest ghost to get is Fat Friar he's in Hufflepuff common room (once you have a hufflepuff character) cast wingardium leviosa on the portrait at the left end of the common room, then on the cake it throws out twice.
Once purchased simply press x to scare 20 people and the achievement is yours.

I did this towards the end of the game, I was beating 100%. Just revisit Hogwarts, drink a poly juice potion and change to any ghost character and press X to scare kids. You can scare an entire group if people in one go, so this one should take literally a couple of minutes.

There are several ghost characters to choose from. Press 
to scare people. Just go scare 20 people in Diagon Alley alley right after you buy a ghost character.
