Just a tip to help people stuck on this achievement (as I was).
The spells will not cycle around unless you hold the Y button and highlight the red (prank spells). Don't know why this was not mentioned before.
The spells will cycle quite fast so make sure when you see the spell with the flowers on the head, be prepared to stop, glacius is the next spell you need. Once you have Glacius selected, then proceed with freezing NPCs with the B button

Completed this in Hogsmeade freeplay, Once you get to the snowy village Glacius freezes characters every time. Found Glacius just tied characters up in other areas.

For this achievement you are going to need to head to Diagon Alley which you can get to by exiting to The Leaky Cauldron.
Once in Diagon Alley you are going to need to head to Wiseacre's Wizarding Supplies (Third store with an open door, next to the Owl shop) then walk up to the counter and purchase the Glacius spell, which costs 110,000 studs Or you can use a cheat by going up stairs in the same area and entering ERA9DR.
Once you have this spell bought you can go outside (to speed things up) and freeze 20 characters, it can even be the same one over and over.
Note: That the Glacius spell occupies the same spot as many other prank spells that will slowly cycle, if you time it right, and hit
when Glacius comes up in the cycle and keep pressing it, it will always use Glacius. So its best to use the cheat/purchase this spell before any other from the shop.

no mater what I do - I cannot get it to freeze people, I have the spell but even though i land on it (not hard) all it does it tie people up!!

You can use a cheat (ERA9DR) to unlock this ability. Once activated, exit the Wiseacre's Wizarding Equipment where you entered your cheat, and freeze (and re-freeze when needed, that counts) 20 people in the alley.
