When playing the story for the first time, Ron will unlock this ability during the first level of Year 7. To proceed with the level, you have to use it on two lamps in the room you are put into.
Doing so will get you the achievement.

If playing co-op and the second player is Ron you will not get the achievement as part of the main storyline.

Story related cannot be missed. You will unlock Ron's ability to use the deluminator in the first mission of year 7 "The Seven Harrys" the achievement will unlock then as well.
