I believe one of the earliest places to come across a Quibbler dispenser is on the "Dumbledore's Army" level in Year 5. After you cross the river/stream, you will come to an area where you have to work on getting through a gate. On the back left area there is a shack and on the left side of that shack there is a Quibbler dispenser. Just walk up, press B....and then do that 24 more times and the achievement is yours!
Edit: A Quibbler dispenser looks like a newspaper dispenser. It's brown and has an actual Quibbler newspaper on the outside. You can see what it looks like in the actual picture of the achievement. I've tried to add a bigger picture of what it looks like below.

Earliest point I came across it also. Only takes 2 minutes to do it the 25 times so no harm getting it out of the way then and there.

In the "Dumbledore's Army" level, use Hermione's Crookshank skill to dig up Dean who is trapped on the right of the screen. Once he is unburied, pick up his wand and hand it back to him. He will use this to dislodge ice which you can use Wingardium Leviosa on to build a bridge.
After building the bridge, cross over it and walk to the left of the screen. There you will find a quibbler dispenser. Stand on the orange glowing spot and press the circle command and this will dispense the paper. Do this 25 times for the trophy.

Quibbler dispensers are machines that give you newspapers during story mode or Spectrespecs once you've completed that lesson. You will more than likely get this trophy by going for the 100% as you will need to use Spectrespecs many times. The earliest you can get this trophy is in Level 2 Year 5. Interact 25 times with the same dispenser and you'll get the trophy.
