Ron gets the Deluminator at the beginning of Year 7 Part 1. Using it is unavoidable if you want to progress the game. To use it, walk up to a lamp that is sparkling (and on) and press B, then walk over to another sparkling lamp that is off and press B again.

Only one person gets the achievement if playing in co-op so the other person has to use it later on such as at the wedding.
