This cheevo is tory related and will be awarded for completing the level "Love hurts" which is in year 6, half blood prince.
The 1st part of this level see you trying to cure ron from some love potion in professor slughorns office.
The 2nd part sees you battle malfoy in a duel, Then convince him to exit the toilets and duel again.
The 3rd part sees you hiding the potions book in the room of requirement.

This and a few other levels never unlocked for me even though I've finished the game.

There been various issues with cheevos not unlocking lately. All I can suggest is you replay the story missions and see if it pops or wait a few days to see if it pops randomly like a few other people have noticed last few weeks.

Story related and cannot be missed.
Simply complete Level 4 of Year 6.
In this level you can find:
- 1 Hogwarts Crest split into 4 parts
- 1 Student in peril
- 3 Character tokens
- Professor Slughorn - Strenght needed
- Draco (Suit) - Dark magic/Deluminator needed
- Ginny Weasley - Aguamenti/Digging character needed
