Diagon Alley, right off the main London hub (the pub with all the campaign starting points). Shops are on the left after you enter the alley.

xx, I had that problem too. I unlocked Neville (Cardigan) as far as it showed I had him on the level select screen but it would not let me buy him until I went through the second most annoying level in the game (Burning Bridges. The first most annoying one is the one with the Inferi and Dumbledore) all over again to the place where I got him and did the actions again resulting in a blue stud.
