These two characters are included with the ‘The Masters of Evil’ level. Travel to the Asgard hub (which is accessible after completing the level ‘Earth’s Mightiest’ in the main game). Once you land, select Enchantress as your character. Then switch characters and select Executioner as your other character and the achievement will unlock.

This is the only trophy that cannot be achieved in the actual Masters of Evil DLC level, because you must first fly into space for then level select and choose the Asgard hub (it's a flag) but not one of the Asgard levels. Once you land in the hub (you will be in front of the rainbow bridge) switch your characters (hold 
) to Enchantress and Executioner for the trophy to pop.
