This is a simple achievement you can obtain after you've completed the mission that gives Captain America his Pilot outfit.
After beating that early mission, you'll return to either the mansion or the Manhattan streets. Once there, hold down
to bring up the character selection screen and scroll over to Captain America and click on him. Then switch to another character and hold down again and scroll back over to Captain America. This time hit 
while on Captain American, and you can get his Pilot outfit. Hitting 
will return you to street view with a pair of Captain Americas in your three-team party.
The achievement will pop almost instantly.

For some reason, this unlocked after doing the first mission (where you fight against the Celestial) and I went back to do it again in free play, while I was playing as Star-Lord. Maybe Cap auto-switched to another outfit while I wasn't paying attention?

This can be done as soon as you're in the first hub world after the second level. You can hold 
to open the character select. You'll need have 2 versions of Captain America in your party, and by the end of Level 2 you'll have Captain America and Captain America (Flight Suit). Just activate both in your party at the same time and the trophy will pop.

Captain America is unlocked and available in between Level 1, ‘No Eson of Mine’, and Level 2, ‘Avenger’s World Tour’.
Captain America (Pilot) is unlocked and available after you complete Level 2, ‘Avenger’s World Tour’.
After completing Level 2 you will return to Manhattan. After Spider-man and Spider-Gwen chase down Vulture and Green Goblin 2099, the cinematic for the next level will be shown. After you’ve selected your team and are outside the mansion, hold
to bring up the character grid, navigate to Captain America and press 
to select him. Switch to another character, hold again, navigate to Captain America again and press 
to cycle to Captain America (Pilot). Select this character and when you return to the game, the achievement will unlock a few seconds later.
