There are 56 character quests scattered throughout Chronopolis. Completion of each quest awards you with a character card.
Every area of Chronopolis except Knowhere and Kang’s Citadel is accessible after completing Level 5, ‘Hydra Hijinks’. Those two are accessible at the end of the story. Anyone having any problems getting the Cosmo quest completed? I can't find the rope on what looks to be a beach part. It's just not there.

I did every free roam activity (puzzles, side quests, races) and one side quest was still locked. I had to do the "Helicarrier Clean-Up" challenge to get the final side quest to unlock.

Just look for the little speaking bubbles on your map. You can zoom in and out with the triggers to make it easier to see them. Don't forget to switch layers so that you can see Attilan and Knowhere.
