Before you can unlock this achievement you need to have completed all 4 films AND have found and purchased the Red Hat 'Extra Toggle'

The Red Hat 'Extra Toggle' can be found by going through the left gate in the port (need to build the gate) and walking till you reach the second set of stairs, you will need an explosive to blow up the silver door, the Red Hat costs 100,000 studs.

Once you have purchased 'Extra Toggle' turn it on via the extras menu by pressing

.
Now head back to the main port and you can begin playing each story in Free Play and cycle the characters using

till you reach the beginning character again (Make sure you dont go too quick though), you can then save and quit the level (You will need to have picked up at least one stud to save)

Some of the characters are repeated so not all levels need to be played

I toggled through all the characters for each movie on each chapter untill the third movie At World's End chapter one it poped after I toggled through every character. So I'm not sure if you have to do all the levels but you might.

I ran through the 1st 2nd and 4th film then did the first 2 levels on film3 and it popped, but the infos still there anyway

I started going through each level to cycle through the characters to catch the ones I missed. I was at the 2nd or 3rd character on a level and the achievement popped so I don't think you have to cycle through them all during one play through of a level.

Okay I did all of them up to the last world and waited 5 flashes each switch and I got it in Davy Jones' Locker so I may have missed it but it does pop in free roam and not at the status screen so that's nice to know =)

Can anyone tell me if the method I used DOES NOT WORK. Basically, I went to Port Royal, all extras turned on, and I used to hold 'Y' and change out to each character in turn from the complete list. It didn't pop for me. Wondering if you can do it that way.

The extra toggles are level specific, so you have to enter each level to select them.
I did have this fact made clearer but a bunch of whining babies claimed i stole the list, sorry.
