As simple as the description, I got it before I finished the first film story.
A good place to grind this is in Tortuga when you get Anamaria and after giving her the ruby the two upper windows open. Pirates pour in two at a time as long as you don't close the windows. (Thanks to MissJaded)

There is one good area to grind this is when your in Tortuga when your rounding up you're buddies there is a room when you reach Anamaria where you have to give her a ruby from smashing the dresser. There are windows that spawn two pirates they keep coming just don't close the window and keep killing them. Another good place is on some of the ships they spawn and spawn pirates. Hope this helps even though you'll get it alittle later you'll fight alot of people in this game.

Another great place to do this that provides more than two enemies at once is in the last level of the first story.
*SPOILER*
When you reach the climactic fight with Barbossa, you will be tasked to hit him for one damage, which will cause him to run away and spawn zombified pirates. These pirates can only die in moonlight; therefore, you should run into the water where you can still fight and it is dark and attack them. 5 or 6 will be on you at once, and they respawn just as you do when you die. Keep killing these pirates, and you'll unlock it in no time as you have already gathered some kills in the course of the story.
