How to unlock the Wind in your sails! achievement in LEGO Pirates of the Caribbean: The Video Game - Definitive Guide
Smuggler's Den is Chapter 4 of Film 1. During this level, you will occasionally spot red parrots flying above you in the outdoor areas. There's one flying around the first main island, before you go underground.
In free play, you can hit them with most ranged attacks - Will's axe, guns, etc. If you want to get it in Story mode, switch to Jack Sparrow and use his compass (hold B) to find the coconut (it's the item on the right) on the first main island. Go near the parrot and wait for the reticule to appear over it, then hit B to toss the coconut.

You can also get this in Story, though it is more difficult. On the island with the banana tree there are also some coconuts that you can pick up and toss at them. (I actually did this without realizing there was an achievement for it, I was just looking to figure out what I needed to do next.)

RadiantViper's solution works, but I had some difficulty hitting the parrot since it is always moving away from where you fire at. I had to get closer to the parrot by building the sandcastle on the right side of the island. Then use the door in the base of it to get to the top of the rocks at the center of the island. There should be a minikit there if you haven't gotten it yet. Rather than jump down, jump over to the top of the tree with the bananas. Wait there it the parrot comes around and the reticule appears.
