To unlock this you will need to have completed up to the final level on the final film 'On Stranger Tides'

In 'The Port' game hub there are the 4 story maps, on each of the maps there are 5 level icons, once you finish the 4th level on each story a 6th icon will appear somewhere on the map, the icon is of a skull and cross bone.

To unlock the achievement all you need to do is locate each one and hover over it (dont need to press any buttons)
But you need to find all 4 in one sitting for the achievement to unlock Thanks to Tinynshorty for that.

As a side note you have to look at them all in one sitting. The game won't count it otherwise.

I learned from watching my kids play on their tag that you don't need to complete all of the stories to make teh skull available. If you are playing the final level in the map on story and you lose power the next time you reload the skull will be there even though you haven't finished the level

I did say up to the final level, the skull unlocked on each of the maps after i had compelted the 4th mission (unlocking the 5th)

Are the pictures really necessary? Finding these skull and crossbones is so easy that Blues Clues wouldn't even have you find them.
