This has to be done in Free Play.
On Starkiller Base - Chapter 8 - Checkpoint 3 (Starkiller Shield Room), you'll need to go into the...um, pool room as a part of the story. Switch to a short character, like Wicket, and the achievement will pop. (Make sure to use the white helmet, which is why the Prologue dispenser doesn't work.)

Thanks for this. Thought I was glitched. I tried several other places that did not work.

This can be easily accomplished once you've beaten the main storyline of the game on Jakku near Uktar Pluut. There is a hat dispencer with a stormtroooper option. just change to a small character (you should have an Ewok and/or Maz unlocked at this point) and slap on that helmet for the easy bronze trophy.
