You'll unlock FN-2199 during the Taul - Trouble Over Taul mission. One you have him, just go to any free play area, select Finn and FN-2199, and destroy Finn.

This was weird for me. I had to reload my game and get this done before doing anything else in game. Several attempts after completing a mission didn't pop this.
