How to unlock the ''Aggressive Negotiations'' achievement in LEGO Star Wars: The Skywalker Saga - Definitive Guide
At the start of the “This is Some Rescue” level in the New Hope chapter you will destroy a door by shooting a control panel and then go around a corner and up some stairs. Here a bunch of storm troopers will take cover in front of you and to the right of them behind the cover is a red explosive barrel. Shoot this and provided it hits 3 of them the achievement should then pop.
You can simply pick up an explosive with the Force at any safe area (I got the achievement at Stalgasin Hive in Episode 2.), take it to the nearest NPC, and throw it. If your allies are close enough, they also die in the explosion. You should get the pop.
I played Episode 4 and found my first chance to do this during the mission Best Leia'd Plans in the detention centre of the Death Star. You ride an elevator into a room full of enemies, after clearing the room a second wave appears in the elevator behind you and they stand relatively still and close together. You will have to weaken them with body shots for the explosion to kill them all as thermal detonators only insta-kill the enemy they are stuck to and deal roughly half health to surrounding enemies.

I actually earned this really early at the beginning of that level by accident.
Before you even fight Storm Troopers for the first time, you there’s a moment where you are climbing stairs and need to turn left. I was just enjoying the environment, smashing everything in sight, as you do in LEGO games, when I accidentally hit something that exploded, and it destroyed a few nearby rebel soldiers and the CPU player, and low and behold, I got the achievement! I guess despite what the achievement says it doesn’t actually have to be enemies?
I imagine it would be really hard to replicate, and it’s not much of a solution, but I still wanted to share it people, since it was such an odd thing and it might help someone.

I can confirm it does not need to be enemies. Threw a explosive at Padme, R2D2, and a NPC and it popped

You can earn this at any time during the story or in Free Play and will likely unlock without even trying.
The most common method for this is to shoot or Force Throw a red (or yellow) explosive canister around/into a group of enemies. This can be done on a number of levels, including:
1 - Episode IV, Level 2, ‘Hunk of Junk’ - While defending Chewbacca, Stormtroopers spawn in the alcoves around the hanger and take cover. Placed at strategic locations are yellow explosive canisters. When they appear, shoot the canister.
2 - Episode VI, Level 1, ‘A Plan to Save Han’ - When you first start playing as Luke, there are a few Gamorrean Guards standing around a few explosive canisters. Since the guards aren’t reacting to Luke, destroy a canister at your convenience.
Another, less-effective, method is to throw enough grenades into a group of enemies in hope that one explosion defeats at least three of them. The only drawback to this is that grenades only deplete an enemies’ health about a third, so keeping three together long enough to defeat them all is random and unpredictable.
Despite what the description says, it does not need to be three enemies; it can be a combination of any three characters. For example, if you are standing next to an explosive canister with your teammate and an enemy or another NPC is close by, if you shoot the barrel and defeats you and the two other characters when it explodes, this will count for the achievement.

The most reliable way of getting this is by either using an explosive crate or by using a villain character that can throw explosives. Your best bet is to find an encounter where you're swarmed with enemies (the Episode VII level where you're trying to coax Phasma out of a room or any of the capital ship encounters are good options) and then get a group of enemies crowded together.
