Gilbert Huph is in a red blind bag, obtained by collecting all the minikits in Level 9: Nomanisan Island.
Once you've opened the blind bags, set character 1 as Gilbert and character 2 as Bob. Then attack Gilbert with Bob.
It doesn't matter if you have the red brick Invincibility turned on or not. You just have to hit him, not kill him.

Gilbert Huph is a random drop from the red blind bags, which are awarded via hub world cleanup, finishing story levels, and getting True Super status in each level. Red blind bags cost 50,000 studs each to open. Bob Parr is found randomly in one of the silver bags, which are rewarded for hub world cleanup and for getting all minikits in story levels. Silver bags cost 100,000 studs each to open.
Once you've unlocked both, swap them as your active characters, and have Bob punch Gilbert. You must use Bob Parr specifically; none of the other Mr Incredible variants will do.

Bob Parr is unlocked after collecting all the minikits in Chapter 2, 'Hover Train Hijinx' in Freeplay. He can be purchased for 100,000 studs through silver blind bags.
Gilbert Huph is unlocked after collecting all the minikits in Chapter 9, 'Nomanisan Island' in Freeplay. He will be in a red blind bag for 50,000 studs.
Upon unlocking both, set each one as your active character and have Bob Parr (make sure it's Bob Parr; should have a shirt and tie) and punch Gilbert. The other Mr. Incredible variants will not work.
