You are then free to roam the city of Municiberg and perform the typical hub quests to unlock gold bricks and what not. Dory is part of these quests pretty early.
One of the first thing's youll be tasked to do is complete quests in the Waterfront. After going through the tasks set a side for you, youll have a new family build to complete.
Completion of this family build will unlock a The Reef and Dory as a playable character.
After unlocking her, it should be as simple as switching to Dory by holding Y and completing any race that's featured underwater for the achievement.
My unlock was slightly weird, I didnt get it for the underwater time trial finishing on gold BUT I did get it for using Dory on a nearby above ground time trial and finishing it with bronze. Comment below if you see the same issue.

To unlock Dory, you must first clear the crime wave in the Waterfront district, so that the builds will spawn. Dory is one of the two Pixar family builds (the blue ones) in the district. Gather up five incredibricks and build the reef to unlock her.
There are several underwater races – one of which is right next to where you unlocked her. Simply complete (not necessarily gold medal) any of the races with Dory to unlock this trophy. I personally found Dory to be the best character to complete the underwater races with, anyway.

Underwater races are only completed in the hub world. They are mostly in the outer rim by the city in the ocean part. Dory is unlocked by completing the Pixar family build in Waterfront. After unlocking Dory, switch to her by holding
then complete any race that's underwater for the achievement. Below is a visual guide for where to find a location.
