Just a note, the prison is available right after the 1st district is cleared.

Once you've cleared all districts of their crime waves, you will see a short cutscene of the prison filled with enemies. Travel into the prison and interact with any of the boss characters – you will be asked if you want to replay their specific crime wave. Say yes, and this trophy will unlock during the news report cutscene.
