So you might think there is some oddly complex thing you need to do in the level but that not nearly the case.
This (like all the others) can be completed in Freeplay mode. So finish the story level with using the Family Build and come back to this one shortly after.
Load up the level and get to the part with the hallway and kitchen on fire. Bring out an ice super like Frozone and start dosing those flames. This will unlock upon snuffing out the last fire in the kitchen.

This must be done during free play.
Around the middle of the level, you will emerge from an elevator and be tasked with putting out fires in a kitchen. Just switch to Frozone or any other water/ice character and put out the fires.

During the scene where you see a room full of screaming people and flames everywhere, you'll want to use Frozone or an ice/water character to put out all the flames. Whatever you do don't press
on Pixar family build plate form. Make sure you've put out all the LEGO flames. There will still be flames from background art so don't worry about this. The achievement unlocks after your last flame extinguish.
