I am sorry, but I do not remember where these items are located, but the Skeleton Bow is located in Lothórien, and the Disco Phial is at the start of Minas Tirith where you shoot the 7 targets as Legolas (thanks to Marketman316).
The description is a little misleading since you can use it against the second player and the towns people (thanks to Greedy136). Simply turn the character into a skeleton using the Skeleton Sword (or Skeleton Bow) and then use the Disco Phial (or Mithril Music Horn) to make them dance and you will unlock the achievement.
Equip them from your inventory. Shoot your second player with the skeleton bow and then use the music horn on them by pressing B near them.
Requirements: Mithril Skeleton Bow OR Mithril Skeleton Sword, Mithril Disco Phial, enemy character.
Turn one character into an enemy, then pull out the Bow or Sword and hit the enemy with it. Then, pull out the Disco Phial and walk up to the skeleton and it will start dancing.

Once you have both of the above items hit your second character with the sword / bow and then use the phial or music horn in order for the achievement to pop.
Mithril Disco Phial design is Minas Tirith.
Mithril Skeleton Sword is found at weather top.
Here's one of the more humorous achievements in the game, and it's fairly easy to unlock. To get this achievement you'll need to find the designs for two Mithril items and forge them. These items are the Mithril disco phial and either the Mithril skeleton sword or the Mithril skeleton bow.
All three objects will be found while free roaming in Middle Earth. The Mithril disco phial design is found in Minas Tirith, the Mithril skeleton sword design is found at Weathertop, and the Mithril skeleton bow design is found in Lothlorien. To reiterate, you only need ONE of the two skeletal weapons. All three cost 16 Mithril bricks apiece to forge, so save up.
Once you have gotten the phial and one of the two skeletal weapons, the fun begins. Press and hold and select fifth circle going clockwise. Find the skeleton sword or bow among your many treasures, equip it, and hit your partner with .
They'll be turned into a skeleton. Using the same process, select the phial. Upon equipping it and being in the vicinity of your partner, they will begin to dance and the achievement will unlock.

Despite what the description says, this trophy can be earned by performing it on your ally rather than an enemy. This is recommended as they will not attack you whilst you are changing items. Firstly, you must acquire the Blacksmith Design Recipe for either the Mithril Skeleton Bow or the Mithril Skeleton Sword, which can be found in Lothlórien and Weathertop respectively, and either the Mithril Disco Phial or the Mithril Music Horn, of which the Recipes can be found in Minas Tirith and “The Black Rider” respectively. Then craft the items at the Blacksmith’s in Bree, select them from your Treasure Trove, and attack your partner with the bow or sword. They will become a skeleton, at which point you should use the phial or the horn to make them dance and earn this trophy.
